It is the Council's opinion that regulations at this point in time would be too inflexible for satisfactory application am that more flexible guidelines would be more applicable. The attached 'Guidelines for the Reclamation of Land Affected by a Surface Disturbance' are intended to be an expression of the Land Conservation and Reclamation Council's expectations with respect to the detailed content of applications for approvals of surface disturbances and the reclamation of lands and will until further notice take the place of regulations under Section 35 of the The Land Surface Conservation and Reclamation Act, 1973.
