The approach taken in this study was to develop a single system which would simultaneously provide a simple means of uniform seed and fertilizer distribution while at the same time binding the soil to be revegetated prior to the formation of a stabilizing root matrix. To achieve this, the concept of a water-soluble, flexible and inert polymeric sheet containing seed, fertilizer, herbicides and other additives  necessary and useful for the speedy development of an erosion controlling ground cover was developed. The stable seed sheet is laid on the  ground and provides, for a finite time, a consolidating effect and a microenvironment conducive to germination and growth.
