National Criteria & Indicators for Boreal Caribou Habitat Restoration

The Criteria and Indicators (C&I) initiative is a structured, nationally relevant framework for assessing boreal caribou (Rangifer tarandus caribou) habitat restoration. Drawing on a broad and diverse knowledge base, the framework guides practitioners and organizations across Canada as they plan, implement, and monitor restoration efforts. For the purposes of this initiative, restoration refers to intentional management actions that modify habitat in ways expected to meaningfully improve caribou ecological conditions while also supporting cultural, legal, and governance conditions for Indigenous leadership. Because caribou ranges span considerable ecological and cultural diversity, the C&I emphasize adaptability over prescription, enabling regionally appropriate decisions and effective on the ground practice. 

The C&I are presented as a series of tables, one per criterion. Tables include: 

  • A series of core indicators
  • Regional or supplementary indicators
  • A rationale for each C&I
  • Connections between core indicators and the ecological pathways identified in the Boreal Caribou Ecological Model (where applicable)
  • Examples of Approaches
  • Timescale and geographic scale
  • Columns set aside for jurisdictions (provinces and territories) and ecoregions that are home to boreal caribou. Experts and decision makers knowledgeable about these regions can further refine the table by entering regionally appropriate approaches and metrics.
